Stephen Tembo is an Agricultural Economist by training with more than 42 years of experience in programming, monitoring, and evaluation at various levels: community, district, provincial, national, regional, continental, and beyond. He has worked with all major multilateral and bilateral organizations, including the World Bank, IFAD, AfDB, EU, UNICEF, UNDP, FAO, and ILO, as well as a host of other organizations operating in Zambia and across the African continent at large. He has vast experience in leading international and local evaluation teams and has frequently served as a senior evaluator. Stephen possesses practical skills, expertise, and knowledge across all aspects of Monitoring and Evaluation, including: designing M&E systems; developing and implementing baseline, midline, and endline surveys and impact assessments; developing qualitative and quantitative data collection tools; recruiting, training, and supervising data collection teams; and handling data analysis, interpretation, report writing, and the dissemination of results. Of his more than 42 years of professional experience, the first 16 were spent in the public sector (Policy and Planning Department of the Ministry of Agriculture), while the remainder has been spent in the private sector as a consultant. He is a co-founder of RuralNet Associates Limited, where he has worked as a Development Consultant since 1999, specializing in M&E. Stephen is an MSc graduate of the University of London in the UK.
